The letter is the rung this GPA stands on in the Plus/minus 4.0 (A- is 3.7) table. Schools set their own grade points, so a transcript built on another table reports a different letter for the same figure.
How to calculate cumulative GPA
Multiply each term's GPA by the credit hours that term carried, add those quality points up, then divide by the total credit hours.
A term at 3.50 over 15 credit hours carries 52.5 quality points, and a term at 3.80 over 12 hours carries 45.6. Together that is 98.1 quality points over 27 credit hours, a cumulative GPA of 3.63.

Cumulative GPA is not the average of your term GPAs
Averaging the two GPAs above gives 3.65, because it counts a term of 15 hours and a term of 12 alike. The credit hours are the weights, so the heavier term pulls harder and the answer is 3.63.
The same effect decides how far one term can move a long transcript. Standing at 3.20 over 60 credit hours, a 3 hour summer course at 4.00 lifts the cumulative GPA to 3.24, and a full 15 hour term at that same 4.00 lifts it to 3.36.
Credit hours that count toward your cumulative GPA
The hours in the sum are the GPA hours, also printed as quality hours, not the credits earned toward graduation. A course graded P, I, AU, W or any other code without a grade point leaves both sides of the division, and a pass still counts toward the credits needed to graduate, so the two totals on a transcript rarely match.
